After studying Human Resource Management at the University of Richmond, Ms. Archer
obtained her PHR- Professional in Human Resources certification and SHRM-CP designation
from the Society of Human Resources Management. In January 2017, she also obtained her
HRPM- Human Resources Project Management certification from the Project Management
Antoinette has more than 28 years of human resource expertise, primarily concentrated in her
areas of passion, which include, Recruitment & Staffing; Employee Relations; Legal Compliance;
Risk Management and Organizational Development & Training for Public Safety.
For the past 12 years, Mrs. Tull has served as the Human Resources Division Chief for the City of
Richmond (Virginia) Police Department where her main focus centers on the implementation of
innovative human resource strategies specifically designed to recruit, hire, train and empower
the best, most diverse law enforcement professionals in the country.
As a national speaker, Mrs. Tull has had the pleasure of facilitating workshops on topics such as Conquering Diversity in Recruitment, Finding Bias in Human Resource Practices, Ensuring Legally Compliant Background Investigations, Social Media Madness, Recruitment Strategies for Budget-Restricted Agencies and Minimizing Risks during the Hiring & Selection process.
